Dumdum DECENT witness proposal

Hello to anyone reading my witness proposal in DECENT!

I am an active miner (witness) ranked 15. My server specs is 4 GB Memory / 60 GB Disk / SGP1 - Ubuntu 16.04.2 x64.

As i mentioned in the slack channel, i am not a hard core developer. My plan is to promote and market DECENT in the coming days to the chinese community. I am located in Shanghai, China so that makes getting in touch with people relatively easy using wechat and QQ.

Many people think that DECENT is Steemit's competitor. Personally, I think still some differences at least in the type of content. Steemit seems to be more of blogging and DECENT can host all kinds of content like music and videos. There are also potential synergy between the 2 platforms. Both platforms run on the Graphene technology.

Both platforms also have amazing community members! Just to mention a few, or a list... @liberosist @roelandp @pfunk @rondonson @theprophet0 @backpacker @nightwatch @space4 @jesta and many others who have helped me when i was having problems in setting up decentd.
