From my own analysis, blacklist has been doing an excellent job cooling down some hot and nasty accounts, it also upvotes thousands of accounts. Until I see a change in behaviour, I will be using it like I use flags from cheetah and steemcleaners etc to skip auto-upvoting "risk-accounts" in lack of a better term.
