What you say here is true. I agree.
No matter how scarce the resources, the person that will have excess will still have excess.
This saying in a way alludes to what the Holy bible says in Mathew 13:12
Something along
Whoever already has, being more and thus having an abundance while whoever has little, even having that little taken from them.
I totally agree with you. The Bible always encourage maximisation of resources in our care....that's why I love the Holy Book.
