You know , there are 2 sides of a coin here. If identity is on block chain, those who are under protective programs would actually have trouble starting a new life.

If the refugee is under a protection program, he would not need this type of identity because he probably already has it under the protection program. This type of project covers people who are exposed to losing their identity or being destroyed, for example, in the case of Venezuela we have identity and this is a right, but when it comes to requesting a passport many times they are not delivered.
There may be security mechanisms for protected people, also somehow if they do not have an identity they could be exposed in danger since they would not enter another country legally.
In some way or another I think it's an excellent project and on the way it is adjusted what is needed.
