The main purpose crypto (read bitcoin) was created is to separate itself from governments, central banks, and any money institutions. Bitcoin thrived a long time in the underworld outside of governments touch. It's just recently that bitcoin is available to mass market.
I don't know about the "outside of governments touch" It's was more like off government radar. "Silk road"
