Breaking News the last several hours: ShakePay to CANCEL their Crypto-Debit/Visa Cards/services to clients outside the EU / European Union!
Today ( Monday ) - ShakePay, the prepaid debit card provider allowing clients to pre-load cards directly with Crypto Currency, stated it had updated the list of countries supported with the recent news that many clients accounts would be closed in short order:

Our partner bank is being nudged by VISA to immediately stop issuing cards to residents living outside of the European Territory. As a result, any new sign ups to Shakepay will require to have an address of residence within this list of European countries.
All Shakepay users outside of these countries will have their cards deactivated on October 15th, 2017. This list includes most of us on the Shakepay team unfortunately.
The Crypto- debit card provider Shakepay has now joined fellow card provider/service Xapo in the stoppage on issuance of cards to residents outside of European / EU territories.
Xapo came out recently on the issuance of new requirements coming from Visa.
ShakePay has now stated as shown in their quotes above, that its partner bank is being nudged by Visa to immediately halt issuing cards to residents living outside of Europe.

Steps required for Shakepay user cards if their residence is outside the European Territory – All top ups and card loads will remain operational until October 15th, 2017.
As of now, these users will not be issued a new card. Shakepay did not mention whether they are currently coming up with a separate solution for clients outside of the EU other than to expect “awesome things” on the way.
They officially also recommend spending all available balances on the card by October 15th, 2017.
My research on this yielded this official response from right inside a Reddit forum:
