The new rule will be phased in over the next few days.

It will apply backwards - for example on October 31st we will be looking at wallet operations from September 30th; on November 7th we will look back to October 7th etc.

That will exclude some people from being eligible for #club5050 votes until they have caught up with their power-ups.

People are welcome to buy more STEEM and power it up if they want to be eligible for #club5050 votes quicker.
