Printing accessories for action figures really is a good scale for most home-available 3D printers, I'd have to say. Miniatures for games down at the low end, particularly 6 and 15 mm can turn out just a bit blobby unless you use a very fine (0.2 mm) nozzle and really have your temperature and speeds dialed in. Things large enough for action figures on the other hand…

It's an interesting premise. There is more than a little room for creativity.

You've probably been digging around in filament reviews to find something appropriate, but if you haven't seen this one yet it's a pretty good place to start:

The challenge is going to be to find something in the right flexibility range. PLA is quite rigid and, traditionally, ABS (nylon) has a bit more give to it but it is an absolute bear to work with. There are a ton of filaments out there which vary in level of resiliency, so something likely exists that fits the bill.

I might even go as far as contacting MatterHackers or other social media active filament manufacturers since I've seen them be quite reactive in the past. They want to sell product and they seem to want to sell the right product for your needs so that you come back to buy more.

So it looks like I will likely be printing action figure stuff in ABS (of course the difficult one) but I checked out matterhackers youtube and that was a great resource. There is a ton to learn, but at least it's fun.
