I had a serious aphid infestation and cut most of my roses down to the ground at the start of this summer. They are coming back and have bloomed. Interesting to watch them come back. All are doing well but the ones with the most direct sun are coming back the fastest.

I've found roses can take quite a battering with regard pruning @steven-patrick. The one we have growing in a pot is really suffering from serious aphid infestation too but I wouldn't want to cut it to the ground as it's a climber and has taken years to get where it is.
every year the infestations seem to get worse though. 😢

My roses are bushes so cutting them down is not a problem. I agree other types don't make sense to cut all the way down. Good luck with yours :)
