Tell me how to set good bluring effect in cannon camera..i have a prob in doing that

My setting are in my post, but here they are again: ƒ/16/1/20s/ISO - Depends on light. Have the camera set to be fully manual focus and set the focus to be from 3 meters to infinity when you are set at F16 -F22. All the rest will depend on your practice and your steady hand/body movement.
