Super easy to bypass. Just requires more than one account. You can't really force people to do much, that is why I recommend doing it via community. If you don't like something someone is doing then remove your support of them. If they are fine with that then they'll do their thing and you will do yours.

What if would start to think in categories clans or clusters.

definition: Clan or Cluster is a set of people connected to each other while delegating SP.
Examples:
1. until user doesn't have any delegated SP he established his own cluster
2. when user A delegated SP to user B then the new cluster is established
3. when the user A delegated SP to user C then he joins user C to cluster from step 2

How it might be applied:
Rule: user's votes inside his cluster would be downed proportionally his own or delegated SP. Say, proportionally his SP in thousands.

Examples:
Case 1. User D has 500SP with no additional delegated. He established his own cluster. When he votes for his posts or comments his vote is downed with coefficient 0.5

Case 2: User A delegated 50k SP to user B, 20k to user C and 100k to user E and after those delegation he has 200k own SP
When user B votes for A, C and E his votes automatically downed in 50 times for all votes inside his cluster. When user C votes for A, B and E then his upvote automatically downed in 20 times for votes inside his cluster and so on.

Case 3: also user B got 70k delegated SP for another cluster. that means user's B votes downed in 50 times inside his initial cluster, his votes for a new cluster is downed in 70 times, but his own votes for his own posts/comments are downed in 120 times (50k+70K=120k)

I know bad guys might down his SP, convert to Steems send then somebody and Power them UP... I know... but we this situation is the same as if somebody would by steems for bitcoins and then power UP. we would never close this hole.

See my post. This leaves wide open for being trolled by someone who intentionally delegates small sums to many people. This would then drag all of those people into the cluster. As there is no way currently that I am aware of to refuse delegated power.

Or you assume somebody would delegate to many people a chunks in 1000SP?

I didn't say it would. They could keep doing it. Yet they will only be working with themselves. The problem is that some of these people receive support from others.

We've had whales do things like this in the past, and people would still support them hoping they would get some high paying vote from the whale. Removing support also means we should stop prostituting ourselves to those we believe are not acting in the best interest of the steem blockchain.

All these things will only punish the average person. These things are easy to circumvent simply by having more than one account and the people that tend to do the most shady stuff here do have multiple accounts.

It was not solved. Power was further consolidated in the top end due to the exponential curve. So there were people doing this but they were much smaller in number. HF19 made the curve linear and people who couldn't really do that much before suddenly could so we had more people doing it now.

Decide what you think would harm the platform and just unfollow, stop voting for those that you see doing it. Decide what works for you and do that.

I intentionally try not to name names. Sometimes people change. Sometimes they know I am talking about them and they make a change and no one need know. I don't really care if people were doing something negative as long as they learn and stop doing it in the future.

people who do that could always pretend that they have never seen your post and continue...

Unfortunately... because nearest huge payout without any efforts are always better than to put a lot of efforts in a community for probably bigger payouts on a future.

Sometimes it was a WHALE I was talking about. ;) That I think may have improved and I did change some whale minds in the past. It's not always easy, and I don't usually succeed... yet it is still worth trying as far as I'm concerned.
