Bandwidth limit exeeded 系统错误

When I tried to submit the last post, it failed and showed nationalpark bandwidth limit exeeded. Please wait to transact or power up STEEM. By the way, there is a typo in the message, it should be exceeded. Then, I went to the wallet and tried to redeem rewards. Also got the same error message.

Asked the question at steemit.chat, and found more users have the same problem. One user said that he had this problem for more than one day. About 10 minutes later, I tried to submit the post again and succeeded. Also I was able to redeem my rewards by that time.

Don't know what happened. Is it possible that the price of steem is too low that the witnesses don't have enough money to perform the works?

刚才发帖子失败，系统提示 nationalpark bandwidth limit exeeded. Please wait to transact or power up STEEM. 。其中exceeded还拼错了。有这种拼写错误说明这个错误信息不常出现。试图在钱包里redeem rewards，也得到了相同的错误信息。

去steemit.chat问了这个问题，没人回答，却发现其他人也有同样的问题。其中一人说他这个问题已经持续了一天。十分钟后我再试了一下，发帖成功。

不知道为什么会这样。是不是因为现在Steem的价格太低，witeness们没有足够的钱维持系统的正常运转？
