The researches claim that about 20 % of the population in New Zealand account for most of the welfare society costs, in that this group throughout their lives will be in need of more public welfare services that others.
On the flip side, about 30 % of the population will pay taxes throughout their lives, but rarely be in need of the same level of public services.
Determining factors
Which group a person ends up in later in life, is determined by these factors observed when they are 3 years old:
- How intelligent the child is
- The child's motor skills
- Language skills
