Seventh plague: the hail
13 Then the Lord said to Moses, "Get up early in the morning, and stand before Pharaoh, and say to him, 'Thus says the Lord, the God of the Hebrews,' Let my people go so that they may serve me. 14 'For this time I will send all my plagues on you [a], on your servants and on your people, so that you may know that there is no one like me in all the earth. 15 'For if I had spread out my hand and struck you and your people with pestilence, you would have been cut off from the earth. 16 'But in truth, for this reason I have allowed you to remain [b]: to show you my power and to proclaim my name throughout the earth. 17 'And you still exalt yourself against my people by not leaving them [c] go. 18 'Behold, tomorrow about this time, I will send [d] very heavy hail, such as has not been in Egypt from the day it was founded until [e] now. 19 'Now therefore, command that your cattle and all that you have in the field be saved, because every man or [f] every animal that is in the field, and is not brought into the house, will die when the man falls upon them. hail.'"

The message of this new set of plagues is to make clear that there is no other such as Jehovah.
(Exodus 9: 14-16) For this time I will send all my plagues to your heart, to your servants and to your people, so that you may understand that there is no other like me in all the earth. Because now I will stretch out my hand to hurt you and your people of plague, and you will be taken from the earth. And indeed I have set you up to show you my power, and so that my name may be announced in all the earth.

The plagues are reaching such a dimension that the news of these will go beyond the borders of Egypt. Both the Egyptians and all the neighbors will hear about the wonders that the God of Israel has done (Exo 9: 14-16, Exo 11: 9, Exo 14: 4).

But Pharaoh's pride was still very great, and he did not want to give in to the Israelites. Therefore, Moses announced the next plague:
(Exodus 9: 17-18) Do you still pride yourself against my people, so as not to let them go? Behold, tomorrow at this hour I will rain heavy hail, which was never in Egypt, from the day it was founded until now.

The Bible says that it was not an ordinary hail, but it was something extraordinary.
(Exodus 9:24) And there was very severe hail, and fire continually shining in the midst of the hail, very heavy, such as had not been in all the land of Egypt since it became a nation.

In this plague, the Lord also gave the Egyptians the opportunity to protect themselves from the ravages of the plague. But for this they had to believe what the God of Israel had said.
(Exodus 9: 19-21) Send, then, to gather your cattle, and all that you have in the field; for every man or animal that is in the field, and is not gathered into the house, the hail shall fall on him, and he shall die. Of the servants of Pharaoh, he who was afraid of the word of the LORD made his servants and his cattle flee home; But he who did not put the word of the Lord in his heart, left his servants and his cattle in the field.

Those who did not believe in Moses' warning were affected by the plague.
(Exodus 9: 23,25) And Moses stretched forth his rod toward heaven, and the LORD sent thunder and hail, and the fire was burst upon the earth; And the Lord rained hail on the land of Egypt ... And the hail smote all the land of Egypt, all that was in the field, both man and beast; Likewise all the grass of the field shattered the hail, and broke down all the trees of the land.

Of course, the Israelites were also protected from this plague ...
(Exodus 9:26) Only in the land of Goshen, where the children of Israel were, there was no hail.

After the plague, Pharaoh took another step of recognition to Jehovah, God of Israel.
(Exodus 9: 27-28) Then Pharaoh sent and called for Moses and Aaron, and said to them, I have sinned this time; The Lord is righteous, and I and my people are ungodly. Pray to Jehovah so that the thunder of God and the hail may cease, and I will let you go, and you will stop no more.

Although this recognition seemed like a final victory for the Israelites, Moses knew that the king was not genuinely repentant, and so he told him:
(Exodus 9: 29-30) And Moses said unto him, As soon as I go out of the city, I will spread forth my hands unto the LORD, and the thunder shall cease, and there shall be no more hail; so that you may know that the earth belongs to Jehovah. But I know that neither you nor your servants will yet fear the presence of Jehovah God.

Indeed, when the plague ended, Pharaoh did not let them out.
(Exo 9: 33-35) And Moses went out from the presence of Pharaoh, out of the city, and stretched out his hands to Jehovah, and the thunderings and the hail ceased, and the rain fell no more upon the earth. And when Pharaoh saw that the rain had ceased, and the hail and the thunder, he persisted in sinning, and his heart and his servants hardened his heart. And Pharaoh's heart was hardened, and he did not let the children of Israel go, as the LORD had said through Moses.

Even so, the hail plague had its effect, and the consequences were felt even after it was finished.
(Exodus 9: 31-32) The flax, then, and the barley were shattered, because the barley was already slender, and the flax was in reed. But the wheat and the rye were not destroyed, because they were late.
