The only thing that stops ease of development is the fact that the hardware varies on embedded devices and it will be difficult to attune the OS to these specific architectures in order to ensure unified compatibility with a single package. However I can definitely see a spin of BOINC OS working out for the more popular embedded devices such as raspberry Pis and Odroids.
