Here's another example of a successful black state: Botswana. Their GDP per capita is similar to Russia's, but they have a fraction of the corruption.

In the transparency and anti-corruption rankings, they rank as cleaner than Portugal, Poland, Israel, Lithuania, Slovenia, Spain, South Korea and hundreds of others. See

In their first twenty years after independence they didn't even have an army because they thought it was a waste of money. They have a small one now which is used for peace keeping missions. Needless to say they have never been to war.
