I've never heard of this Kakao app, but If China doesn't take the lead in the crypto-space, Korea and Japan will be more than happy to become the biggest blockchain mining, trading and innovation hubs in Asia.

Which is why I think the whole China banning bitcoin fiasco was a huge farce from the get-go. I doubt the Chinese are stupid enough to let their neighbors gain a big lead in such a rapidly-growing, global industry.
