I believe that this time ETF will get approved after reading the comments given by Public on official SEC website - https://www.sec.gov/comments/sr-cboebzx-2018-040/cboebzx2018040.htm
CBOE filled application on 26 June for ETF, expected to get it approved in Minimum 45 days or max 90 days. In my opinion, 65K is too big but 50K seems to get reached this year.
