Hummm..... Do you know the history of Argentina? Read SOCIEDAD DE MASAS. Torcuato Di Tella. If you don't want to read it. TL;DR: Bad management, bad politics, elites too rich and too comfortable to develope the industrialization of the country. But well, my word is backed up by data. Yours?
