There is still hope 

The SEC has stated in letters to the 3 companies that applied for a Bitcoin ETF (Proshares, GraniteShares and Direxion) that they will review the rejections of the Bitcoin ETF. 

This was announced via a tweet by the SEC commissioner Hester Pierce

Yesterday's staff orders disapproving SRO rules related to a number of bitcoin ETFs are stayed pending Commission review. See, for example: https://t.co/Ky9Z8t1E4q
