Cryptocurrency, commodity? currency? | 가상화폐, 재화인가? 통화인가?
가상화폐에 대한 규제 이전에 가상화폐의 본질을 먼저 규정해야 한다는 주장이 제기되고 있습니다.
한승희 국세청장 후보가 지난 청문회에서 가상화폐에 양도소득세를 부과하겠다는 발언 이후로 정부 부처 간 입장차가 드러나고 있습니다. 국세청은 가상화폐를 재화로 규정하고 세금을 걷겠다는 입장인 반면, 금융위원회는 통화의 시각에서 접근하고 있습니다.
일본은 그동안 가상화폐를 재화로 규정하고 소비세를 부과하다가, 오는 7월 1일부터 소비세를 폐지합니다. 즉, 통화로 인정한 것이지요. 호주 역시 같은 시기에 가상화폐에 대한 이중 과세를 폐지함으로써 가상화폐에 대한 세금 감면을 시행하고 있습니다.
미국과 중국은 아직까지는 가상화폐의 본질에 대한 정의를 내리지 못한 모습입니다. 이들의 선택에 따라서 한국 정부 역시 가상화폐에 대한 규제 정도를 결정할 수 있을 듯합니다.
현재 가상화폐는 통화의 성격도 있지만, 그보다는 매력적인 투자 수단으로써 자리매김하고 있습니다. 투자자로써 가상화폐 투자에 걸림돌이 될 만한 규제는 없었으면 하는 바람입니다.
Since Han Seung-hee, the nominee of the National Tax Service, said that he would impose a transfer income tax on cryptocurrency at the last hearing, the gap between South Korean government ministries is being revealed. While the National Tax Service stipulates that cryptocurrency should be defined as a commodity and tax, the Financial Services Commission is approaching from the point of view of currency.
In the meantime, Japan has defined cryptocurrency as a commodity, imposed a consumption tax, and abolishes consumption tax from July 1. That is, it is recognized as currency. Australia also implements tax cuts on cryptocurrency at the same time by eliminating double taxation on cryptocurrency.
The United States and China have yet to define the essence of cryptocurrency. According to their choice, the Korean government may also be able to determine the degree of regulation on cryptocurrency.
Nowadays, cryptocurrency has the nature of currency, but it has become a more attractive investment asset. As a trader, I hope that there will be no regulations that would impede the investment of cryptocurrency.

둘다의 성격이 있다고 해도 세금을 물리면 미래경제가 잘굴러갈까요?
모든걸 세금머리로 생각하면 세금이 우선이고 국민의 행복을 우선으로 생각하면 많은 영구가 필요하겠지요.
저도 투자 중이지만, 국민의 행복을 위해서는 세금 물리는게 나을 수도 있죠 ㅎㅎ
그래도 거래세 정도만 물렸으면 하는 마음입니다.

디지털화폐에 대한 정의자체가 불확실한 이때 섣부른 규제는 디지털화폐의 성장초기에 걸립돌만 될거 같습니다.
