Statistical Method
GAS distribution number = total distribution of GAS amount * NEO holder position ratio (with 8 digits after decimal point).

Distribution Time
Before 12am. second day of each month.

Assume that the total GAS distribution is 1000 this month, and the total daily number for all NEO users is 600000;

Therefore, the actual distribution number of the user A = 1000 * 390/600000 = 0.65
