I think there's a low but non-zero chance that they're sentient (~5% chance) and stepping on them would cause acute suffering to dozens of beings, all for the sake of walking on some rocks?

There are plenty of rocks without barnacles to walk on.

It's such a small sacrifice, and it could be their lives at stake.
