One thought on how you could improve your actions. You could allow users to specify if they want to be notified if/when they are out-bid. IDK if you want to do the extra labor for it - but I suspect that if people got a message telling them that someone else out-bid them, they would be more likely to come back and re-bid ;)
[Edit] You could add a disclaimer that says there is no guarantee that you will notify, but you will make a 'best effort'.
