Why shall i flag somone who had a higher reputition?
For me the entire Thing sounds like a vicious circle:
Reputation --) people see your content more often
more views ---) more likes
more likes ---) more reputation

Yeah, you have to be careful flagging people. I'd suggest you don't flag anyone at all for a while at least. I usually only flag people who are spammers, who post total crap over and over, or who are trying to scam rewards one way or another. And I'm not even going to bother myself anymore, because I just end up getting flagged back as retaliation.
Just keep trying to post good content and you'll gradually get people to follow you and you're reputation will go up steadily. You should also check out the MinnowSupportProject, and other groups that work to help new users succeed. There's alot of people who are willing to help new users, so there's more than just the MSP. It's probably also worthwhile for you to look at some of the posts that people have made previously about succeeding as a new user on Steemit, because there's a lot of helpful tips.
