There are person that abusing the power given and using it for own self .This is called corruption . Corruption is not just abusing of power of person working in the government ,The Corruption is wide and exist even the life of Intelligent Civilian Humans .
"There are lot of corruption known in world , and lot of them known are came from high ranking government worker."

I guess the question already answered anyway this is a wide editorial article blog that events existing in me and my country and might exist in all events in the world..All written is my understanding and based on events reality.

The intelligence learned from past teaching where teaching start from human values to explanation of life in the era of sword and armor. And From the era of sword and armor, This is the era where life is depending on beliefs and beliefs are the laws and religions.
The values of human life are created and being teach from our past ancestor, until this era technology era.
What is Human Values?
The Human Values is a human action that shows respect and acknowledgement of living life in our world. And all religions exist have some values in all teaching this is supported all existing written Holy Books in this era 2019 that came from the age of sword and armor.

What is Knowledge?
Knowledge is the collection of information. Being use by every living life.
What is Information?
Information is the collection of facts. Came from research , observation and studys. This is called conclusion that supported by facts. This is the last stage of fact/finished fact that supported from all raw facts collected scientifically and logically supported
What is facts?
Facts are the nonscientific/scientific explanation from Trial research , observation and studys. this is the raw information.
The human knowledge is advancing because of evolution(Physical skills ,Brains skills, Virus, Bacteria and science technolgy/mathematics/events ) and collected facts from research,obervation ,study and war that creates information that we are using now in the era of technology .

Every day we are living freely and educated knowledgeable. And that living can compare to a wild artificial intelligence that program to create own decision and use nuclear weapon freely and wildly. As human we are the artificial intelligence that program from own educated knowledge , And being right depends on Action and Conclusion .From doing the wrong things in life we evolve and created being right . This is the example situation
I live in a good life Studying, doing weird human doings ,and exploring life. Until good life become worst life, Living in the worst life state experiencing things that mad person jobs. and my life still doing mad person job I dont know if I m stack in this state of life because of destiny or because my decision to have a new good life.
As I live I m continuing what I SHOULD and MUST because of reasons .My action and judgment are from educated knowledge .Educated Knowledge from my state of life. My actions are judgeable and can see/read as uneducated knowledge action.
As you can read the example situation right means to do what I SHOULD and MUST. that is right. but as being right the Information about Human Values must inserted. A lot of person had a one eye wide understanding (Hi read the good face for relatable article information the link )
I guess all ideas create confusion . I ve wanted to explain / teach /connect / influence more but It will depends on your own understanding. You ll notice example situation is incomplete it is intentional for good reasons.
From human values and educated knowledge you are respected and have the rights of laws, being healthy is expressing self freely .And being a Intelligent Civilian Human means you are free to express your own self but known the limits and the consequences of that action.
As you read the situation example youve understand the situation but incomplete how someone living in the good life lived in worst life ?
Detective Deduction
....From logical and reality deduction educated person living in the good life mustn experience worst life, and from hes written article situation example the person is educated experiencing normal life. The impossible prediction percentage of person living a normal life lived in worst life is 100 pecent impossible the evidence of this is his on another written article (Future and reality link below).
