Because it's creative expression. In the same way you choose what colour to paint with and how strongly, you choose what note to play and how long for. Either way, you are using your talent to make something pleasing --- If we define art is a creative way of expressing our self and music as we all know is a creative way of making sounds that has lyrics that express the singer and the composers and putting a good melody to it that express their personality in short music is art because of its creative way of expressing our self.
