Very difficult to presume what exactly was meant by the author of this graffiti, but I really like it. Perhaps the meaning could be - that there is always someone in our life who controls our actions and very often it is not our choice at all. We think it is our decision, but in reality, it is not.
Either that or the person who painted it was hammered at the time :P
