Well there's one way to handle those pesky foxes!
This is a flat color toony style commission for Scouter5 on Twitter. I'm here to showcase another step-by-step to you guys so let's get started!

Canvas Prep/Rough Sketch
Layers Used:

Rough Sketch layer
Prepare a blank neutral color canvas like grey, then in the rough sketch layer, draw in the rough shapes and poses of the characters.
Fine Sketch
Layers Used:
Fine Sketch layer
Sketch over the roughs in the fine sktch layer with a finer and more detailed sketch.
Lineart
Layers Used:
Foreground Folder -> Lineart layer
After client approval, I can then begin the linearts over the fine sketch.
Base Color
Layers Used:
Foreground Folder -> Base/Primary Color layer
Use the continguous selection "wizard" tool to select all areas outside of the characters' parameters, invert the selection, then fill with a base color in the foregound folder's base color layer.
Primary Color
Layers Used:
Foreground Folder -> Color Folder -> 1st Character Folder -> Primary Color layer
Foreground Folder -> Color Folder -> 2nd Character Folder -> Primary Color layer
Foreground Folder -> Color Folder -> 3rd Character Folder -> Primary Color layer
For each character, I draw in their primary color in their respective folders, keeping in mind which characters are on top of each other and making sure the top ones' colors don't bleed over the ones under them.
Then masked the folders down to the base color by toggling on Alpha Channel.
Detail Color
Layers Used:
Foreground Folder -> Color Folder -> 1st Character Folder -> (Folder's detail color layers.)
Foreground Folder -> Color Folder -> 2nd Character Folder -> (Folder's detail color layers.)
Foreground Folder -> Color Folder -> 3rd Character Folder -> (Folder's detail color layers.)
After I got the characters' primary colors down, I add in their other color details in their color layers in their respective folders.
Misc. Detail
Layers Used:
Foreground Folder -> Glasses -> Lineart layer
Foreground Folder -> Glasses -> Primary Color layer (Opacity: 50%)
Foreground Folder -> Glasses -> Secondary Color layer (Opacity: 50%)
Foreground Folder -> Misc. Details layer
I draw in the little other details here like the glasses and drool.
Misc. Details/Final Check/Final Result

And finally here, I whiten the canvas background then I check over any errors and other little details that I may have missed. And then that's it!

Another new figure! And so expressive. The first thing that I see when I look at your illustration is the fox. It just pops up and the wolf stays a bit in the background today :)
