Spooky.
Unbeknownst to Cera many different factions are aligning against her. WTF#45 is foreshadowing one of these groups. These Galactic Control Agents have been searching for her Mentech prototype weapon since it went missing. We will see much more of "Skullder" & "Mully" in 2018.
