As I'm just a tourist in China, I can't answer if that is normal or not. We just stuck to the more famous, landmark, tourist areas as they had more amenities available, which in a foreign country, I don't mind paying the entrance fees for. I'm pretty sure if someone wanted to, they could easily find spots to wander up the mountain. Hope that helps, lol. Thanks for the comment and support! 😃👍
