That part memang is within a commercial zone, and very near to the CBD plus it is a prime area, no way it is for residential purpose.
you might be correct, or perhaps it is a Mix Development, below are title to commercial, while the top are title to residential?
They are more like a SoHo and yes, there are still residents around there too.
