... the zoom effect. I just zoomed out during a long exposure to make the photo look like that! All you need to create photo like that is your camera, a zoom lens and a tripod. I used my Sony A7RIII in combination with a Sony 16-35 F2.8 GM. I set the exposure time to 20 seconds and slowly zoomed out for 10-15 seconds to get these kinda artificial lights trails in my shot.
