An example of anarchy

In my neighborhood the sewage gets clogged approximately every 2 months.
Every time that it happens, after some time we get a written warning, and later the local water corporation blocks water flow to the block.
This time, the incoming water pipe cracked, and for approximately 3 months the block wastes far more water than it consumes.
We are not charged by our consumption, but rather by the waste.

The government is not responsible.
The municipality is not responsible.
The local water corporation is not responsible.
The residents are held responsible and are charged multitude of times more.
We are supposed to unite, but who are we?
A few addicts and drunkards, old people whom do not speak the language, disabled people, an OG, a few young pieces of shit, 2 single parents, I.
One man left a letter to the residents to send him their numbers for whatsapp.
I have a smartphone, but never installed whatsapp on it and do not intend to do it now.

3 months, and good water still wasting.
Government does not interfere, residents left on their own, and what good came out of it?

I have a similar, not identical story from years ago.
The sewage is a repeating problem from every few months, but is not the problem in this case.
It too, poses similar and not identical stories.
