Yes, this is the reason! The decreasing rewards pool because of the whales start upvoting now. And it increase a lot in "recent claims"
Wow that's crazy... I mean I knew whales were powerful but I had no idea they could affect the whole of Steemit to these levels! Kind of sucks to be honest :')
