I believe that Steem blockchain is open, and things can be built upon it (like the steemit condenser). ChainBB allows interaction with the blockchain just like Steemit.com and busy.org and utopian.io do. These interactions produce 'payouts' according to the rules of Steem blockchain.
I know that both busy.org and utopian.io have and esteem app have bots that will give extra upvotes if you use their platform. For this it is just delegated SP for the upvotes. I will watch this thread to see if there is something I am missing.

I believe they can make money on a few ways. First, it seems that when you post made on any particular gateway site to the steem chain, posts share the reward with that site. Make a post on chainbb or the esteem app, 5% of the post reward goes to chainbb or eateem.
Second, some of these developers work as a witness and ask for witness votes.
Third steem as crowdfunding, you can see that a bunch of these projects get huge upvotes when they make update posts on the steem chain.
