I came across this article
https://steemit.com/steemit-police/@sherlockholmes/case-7-raping-the-reward-pool-with-1700-accounts-things-are-getting-serious .. In my opnion this is going to get worse.This is the human nature. This comes back to the question of fully decentralized system vs some kind of control. As I have mentioned in one of my post, projects that meets this middle of the road wll be winners.
Steemit already has some level of filters, may be more block chain scanner is needed to root out fraud and abuse .
Fairness is relative...Iam afraid better attempts are in the works!!! I checked out https://leeroy.io/ and it looks good
