"Noir effect" featuring Marina bay sands

So, I’ve been experimenting in using / creating filters in Lightroom and one of which is what I want to call “Noir effect”. Among all the photos that I have, this one is best suited because of its simplicity, the building with the dark night sky as its background.

Noir (or noire) is the French word for black.
