They are tried and proven as worthy. Their tests are hardest for this reason. After that testing is completed he then knows who he can trust and who he cannot. Those who pass will have been tested and refined by the symbolic fire. The world corruptions will not be allowed to occur again. The remaining world leaders are of great question. Few can be trusted yet people empower them and walk willfully into their traps.
