If one may add to the dialogue.....let us suppose it depends on what ones definition and frame of reference bring to the words.....'flag and mute. '
'Flag' has a criteria to justify flagging....therefore one would hope no emotion is involved in the justification....simply a flag for breaking Steemit policy/procedure.
'Mute' on the other hand is dependent on ones norms and standards....depending on what material one desires to come through ones personal feed......and used for any number of reasons......for instance....capacity for information...value that it brings to ones site.....or simply no longer interested.......and again one would hope emotion is set aside and that the decision is a rational one.

In any case, I agree that your claim, the flag, the use of good norms, the mute is the use according to individual standards.
