You're not far off on the definition of steampunk. It's a literary genre where the setting is kind of like what would have happened if Victorian-age technology ended up progressing into the modern day to provide a retro-futuristic aesthetic.
Wing Falls is kind of a hybrid - set in a world that's steampunk (and a couple of other types of "punk" genres) by way of sci-fi, so it might not be the best place to get started. If you want to know more, here's a great link for you to take a look at!
@beowulfoflegend, aha! My guess was close but kinda off chronologically... thinking more Mad Max-ish. I like the example of Chitty-Chitty Bang Bang.
