It's a good thing he isn't waiting until after he receives his miracle to praise God since miracles are extremely rare.

The way I see it is that he is thanking God for what He has allready done and when we stand on His promises to us we get to live a life in worship with breakthrough after breakthrough, from victory to victory...
In other words; don't focus on the circumstances but focus on Jesus in Whom we are victorious!
