I find it odd that you use the argument that if there's no victim there's no crime yet you think there's any value behind using legality for immigrants. Here's something else you can think about:

Are threats violence? Are bigoted comments OK? Verbal assault doesn't exist does it! How about if you bombard a person with threats and bigoted remarks and you in turn get the shit kicked out of you? Do you know what inciting violence means?
