If you take a look at the Witness Voting page you will notice that out of the 100 names listed, 65 are disabled accounts.

Most of those disabled witnesses were voted a long time ago and their supporters don't seem to care about updating their votes to support more active witnesses.

That's almost three quarters of the list and i think @steemitblog (or somebody from the developing team) should to something about it and remove all the disabled accounts so we can have a real image about the real top 100 Witnesses.

We can't just remove them from the list, because it represents the actual witnesses ordered by their calculated ranks from the blockchain. The problem will resolve itself over time, but what we can do is voting more witnesses to the top that are running the current Steem version (0.23.1). So, in your case I would recommend to vote for a few more active witnesses like:

@roadofrich, @marcosdk, @ety001, @fuli (these are a few by me recommended witnesses that are actively working on improving Steem).

Thanks a lot for the recommended list and for the clear explanations. Like this who is reading the post will know exactly what to do, and that is to vote for the Witness who are actively working on improving Steem.
I have voted for the Witnesses that you recommended and updated the post as well... Let's hope more Steemians will start voting!

Either that or they are not presented with witnesses that will uphold the most basic principles of blockchain governance. How hard is it to not support stealing? Apparently on steem it's very hard as you yourself can attain to.

Either that, or you could present a hardfork that people actually agree with. Currently, all steem governance is set by one entity which continues to control the blockchain in a centralized fashion. So there really is nothing you can do fix this.
