The next version of the Steem is v0.19 and is due to be active in a few days (Tue, 20 June 2017 15:00:00 UTC (11:00:00 EDT)) and it is mandatory to update to this version, yes.
However, if the witness things this update is no good and wants changes they should not update and make sure there is no consensus. The witness should then probably post something about this and make it clear what they intend to do about their claims to not update. Your vote means you agree with the witness.
There are still a few days left, but there are a few of the top 19 witnesses that hasn't update yet. They will probably do so very soon.
My Node is running the v0.19 update, but isn't visible in the SteemDB list since I have yet to produce a block for the platform.
