Basically a good idea what you are doing - but you should limit the maximum percentage of reward to 5 or 10 % so that smaller accounts get more - unless you do that it is a "the rich get richer" scheme...
Or you split in different pools like over 100 000 SP, over 10 000 SP, over 1 000 SP, over 100 SP, over 50 SP, over 10 SP - for example...

Giving something back is a good thing and the "rich" don't really need it that much (I hope and asume :-) ) - the rich could contribute to a redistribution of wealth to poorer people...
One of the Problem of Steem is that from the beginning most Steem were in the hand of some devs and early birds - you could fight this problem by adjusting your idea with my suggestion :-)

Thank you for your concern, we are totally with you. That's why we had this idea to share the rewards with all the community. This is a first step to help plankton to get more steem and become fish.
But you can't blame whales to be whales, everybody was a plankton at the beginning and became whales with time and/or money. Whales have helped and still help the community to grow. They also have taken a risk and it is normal that they have a little advantage for this.
What we propose is to vote for @exnihilo.witness, more you vote for @exnihilo.witness more reward we all get.
