I think he means more like when we did the accidental fork a week ago, moving from 20 back to 19.2. In that sense a "rollback" is possible, we have just demonstrated doing it in that event when it happened. We did have to also roll back to a prior checkpoint head block number at the point of the breaking "failure", but it can be done.
