One item I have also heard which aligns to one of your thoughts is to have a mandatory fork every six months in order to demand changes more frequently instead of jamming so many in. It also allows for a cycle to prepare for the processes you mention. I think this whole experiment is a blessing in disguise as it caught the ecosystem by surprise at a time when activity has been low and honestly there is little downside.
