Witness update - My node runs 0.19.10 now.

A new Steem version announced by Steemit inc. ten days ago. I have updated my witness node to 0.19.10 and produced a new block without any problems.

There was a rare bug on v0.19.10 branch, reported by @timcliff. Therefore, I have compiled the steemd from the master branch.
