In their defense, the exact type of voting exploits we see today are more difficult under n^2 even with low curation (one of a few reasons why I would think some form of superlinear less trivial than current dust threshold can be considered). Still, an uncapped curve that steep lends itself to its own problems, and people will be far more sophisticated in exploiting these things today than back then.

There was already exploiting going on back then. Of course it can't be of the exact same type because that wouldn't work with different rules but that didn't mean exploiting didn't exist or that it wasn't growing. There is no excuse other than just not understanding and being out of touch with what was and is going on right on their own platform (and not listening to people who are more in touch). None of which has changed much.
